BATFE vs. Plain Language Law

In attempting to make sense of the lawyerese in the BATFE's new frameand receiver rule, I was not accomplishing much more than giving myselfa headache.I'm a retired telephone man, not a lawyer. But I had an understandingthat there was a requirement that the law needed to be written so thatan ordinary citizen could understand it.
